2021 Counseling project for conducted livestock water pollution control and declaration of water pollution fee payment

The Water pollution control act and the Water pollution control fee collection regulation was revised and announced on February 4th, 2015 and March 31st, 2015, respectively. Livestock industry will pay for the pollution control fees from 2017 by the Environmental Protection Agency (EPA), the Executive Yuan, Taiwan, R.O.C.. The model of livestock manure management has been transformed toward to a resource recycling model as organic fertilizers by following international trends. Additionally, Plan for Implementing Liquor and Fiber Digestate as Fertilizer for Farmlands, Chapter 10-1 of Water Pollution Control Measures and Test Reporting Management Regulations was revised and announced on November 24th, 2015. Based on the regulation, liquor and fiber Digestate from anaerobic digestion of animal manure can be applied to farmlands as fertilizers and increase soil fertility. Besides, biogas should be collected from anaerobic digesters. After revising for several times, the most recent revision was revised in March 2019. All revisions have simplified the application process and are in line with the current actual situation, which will help increase the willingness of the livestock farming to apply. The objective of this project is to assist the government for promoting digestate from anaerobic digested manure wastewater as organic fertilizers and applied to farmlands. This can create a four-way win situation for livestock farming, agriculture farming, agricultural enterprise, and water environment. As of January 10th, 2022, 80 livestock farmers have been visited and inquired about the irrigation of biogas slurry and residue by Swine R.O.C.. It also analyzed the before and after impact of irrigation on the surrounding environment. In 2019, it has completed 10 biogas slurry and residue policy briefings, 20 wastewater management seminars, 10 demonstration seminars for digestate land application, and 1 seed teacher seminar. When the project starts, there are 16 single-windows in counties and cities set up and operated to counsel the field application of digestate and declaration of water pollution fee payment. During the period, it held one time to assist the livestock industry to apply for the consent of the use of biogas slurry and residue farmland, 40 times to assist the livestock industry to propose plant irrigation that meets the water release standard, and assist the livestock farmers to declare the first phase of water pollution fee in 2021, and the declaration payment rate reached 98 %.
